I'd like to fight against both Elites and Brutes, but they would have to be different enough that they fill similar, but not identical roles. An example could be:
Elites:
Travel in groups of up to 4. Usually found leading Grunts and Jackals. Can wield Energy Swords at higher ranks and have different weaponry and shield strength based on Rank.
Have more tactical AI; will hide behind corners whilst poking their upper torso around to return fire. Elites should also be capable of melee attacks which do approximately the same damage as a Sniper Rifle bullet to the body.
When Sangheili overseers are killed, Grunts will panic and run around as they have done throughout the previous games.
The Elites' energy shields should be susceptible to EMP effects from an Overcharged Plasma Pistol and a Power Drain as they have been in previous games.
Brutes:
Brutes will have a strong pack mentality; they will usually be in large groups of 5-8 lead by either a Captain or a Chieftain. Brutes will use non-regenerating power armour and are prone to fits of rage at any time when either their leader is killed or they take heavy damage. Enraged Brutes will be capable of sending Warthogs and other light vehicle flying with the force of their charge, they will also be able to scatter and kill fragile marines on impact. When enraged, Brutes will travel on all fours as in Halo 2 so as to increase their speed and animalistic image. Berserking Brutes will also have many melee attacks in this state in order to make them as unpredictable as possible. Most of these attacks should be fatal or inflict massive damage. When not enraged Brute melee attacks should be only slightly more powerful than those of Elites (unless wielding a Brute Shot or other bladed weapon)
Brutes may also oversee small squads of Grunts and Jackals, when Brute overseers are killed all nearby Grunts would enter "kamikaze mode" as introduced in Halo 3.
Jiralhanae power armour should be quite resilient to EMP effects unlike Elite energy shields, yet should still be susceptible to grenades and repeated Plasma fire such as that from a turret or Plasma Rifle. Brutes should also be able to take a very hard beating even when their armour is destroyed, however headshots would still be fatal.
Anyway, that pretty much shows that I want enemies to return in Halo Reach yet to be different and have more of a sense of individuality and culture. Maybe there could even be a few encounters where Elites and Brutes must work together yet are likely to fight amongst themselves.
Otherwise I'd like the enlarged Sandbox from Halo 3 to return yet with some modifications and possible additions so as to give every weapon its own niche rather than making many of them seem like similar weapons filling in the same role (such as the Spiker and SMG).
