Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

August 30, 2552 - September 13, 2552. That is a 2 week Slipspace jump.

All that's known is that Halo CE happens when the Pillar of Autumn jumps out from Reach to discover the first ring. There were spacial/temporal distortions due to an artifact found on Reach, so the time frame is unknown.

The time distortions didn't happen around the entire galaxy. The artifact changed events so they would meet, but didn't effect macro time. It just affected local time within artificial gravity.
