Probably not that important, might be that he got the whole "Thug" thing because he was a little excessive when it came to use of force?

On the subject of the police station though, remember that SI wallpaper that says "Hitchhikers May Be Escaping Inmates"? Here's a shortcut to it.
A jailbreak due to the EMP isn't out of the question. Not sure whether Bungie would put convicts into the game, though. It's a little out of the squad's way.

I remember it being a reference to halo CE's last level, but a convict is completely plausible. Perhaps someone convicted of treason, maybe one of the IRF or simply a deserter? too many possibilites.

That's a good point. However, two things seem to put some doubt on those. The first is how would escaped convicts be important in the story. Its a pretty irrelevant question because its Bungie but my other question is wouldn't the convicts be evacuated with the rest of the city?

Cole protocol says treason is punishable by life imprisonment or death. I doubt somehow the UNSC would want to rescue someone who may well have done something terrible.

It's just a possibility, but 'kinsler' could be someone particularly important at ONI?

Good point, the prisoners probably got their own transport, Dark Knight style. A couple might have gotten loose though, which could explain things like the "You Loot, I Shoot" spray.
They wouldn't have had a major impact on the events, probably running into the Covenant at some point.

Originally thought the "You Loot, I Shoot" spray was by some survivor, to fend off other survivors. They are all desperate, right? And yea, when I made that Prisoner comment, The Dark Knight was in my head.

Kinsler definitely is some high authority in this place, as as I've linked in the OP, the Superintendent was asked to re-route the communications to him. He definitely could be the Chief of Police but he -blam!- up real bad.

I still think Kinsler betrayed the city, giving the Covenant information and promising them more. Hence, Dare assembled a Strike force under Buck to secure the ONI Alpha Site before Kinsler managed to get the information through. This was put to a halt, for everybody, due to the sudden slipspace jump.

The Prophet of Truth regrouped his Brute forces and sent them down, knowing that some dude called Kinsler was ready to give out information. I think this is where the flashbacks come in.

The mission we saw, the one with Dutch entitled "ONI Alpha Site"? This is what happens when Kinsler now helps the Prophet of Truth's Brutes. Dutch and Mickey (Who don't seem to have regrouped with the rest of the squad at this point of time) may have found out what was going on and decide to stop the data leak by themselves. Things obviously didn't go well and the mission probably ends the same way it began: With a Boom.

We blew up the bridge but perhaps, the Covenant forces which managed to get into the Alpha Site were too overwhelming. Hence, since Mickey was around, they managed to find a way to just destroy the Building, ensuring that no one gets their hands on the Data.

This theory leads up to another mission, leaked a few weeks ago known as "Data Hive". But, that brings it slightly off topic.

So, that's how I think Kinsler is involved. In fact, I wouldn't be surprised if the story turns out something like that. It just seems to make the most sense IMO.

Also, one thing to take note of and remember is that the Portal to the Ark is located beneath the Ruins of New Mombasa. I doubt they would have known just like that. And I'm pretty sure that ONI, being the shadowy idiots that they are, knew that. I bring your attention to this Ascendant Justice article. It shows some pictures from the Halo Graphic Novel. One picture clearly shows an Elite saying something along the lines of " We need to clear the area before we secure the Ark".

Obviously, they knew that there was something in New Mombasa but their guess was slightly wrong. This could be due to the fact that ONI themselves did not understand what exactly was beneath New Mombasa. The Covenant, however knew, or rather, thought that the Ark was on Earth. This Kinsler fool, be it an NMPD Official, Chief or even an ONI officer thought he knew what the Covenant was after and spilled the beans, though none of them knew where this 'Ark' was.

This could actually prove that Kinsler is just an NMPD Chief/Officer like was previously suggested. Hence, he doesn't know the true nature of what's happening. But, as an acting informant to the Covenant, he knew the next best thing: Where to find the concrete details. Hence, the assault that fails in the beginning of Halo 3: ODST. The original attack plan was to launch aboard that Carrier and I'm guessing, do what ODSTs do best: -blam!- -blam!- up. But, Dare was in charge of another little detail. I think the Assault on the Carrier would have just been used as a Decoy and an added bonus, while this Strike Force would have denied the Covenant their ultimate goal: Entry into the Ark. Obviously, nothing when according to plan and like I mentioned earlier, Truth decided to pick up the pieces after the Slipspace rupture.

That is an interesting idea, that Dare is sent in to take out a rogue Kinsler. It'd be even better with Dare used as a red herring, with the clues making her seem like the bad guy until the very end, which would totally be in line with the whole 'detective movie' side of the game.

kinsler is an admiral if my memory is correct,the one who odered Dare to drop in the city.

Nope. We don't know who sent Dare down. We do know that she requested from an Admiral the team we get to play as but I can safely say that that isn't Kinsler as Kinsler is referred to in the transmission in a way that he's some official of New Mombasa.
