In the banner with all the Spartans. You got Fred mixed with Sam, or whatshisface.
Fred is the biggest one, and uses the hunting knife. But Sam((Whatshisface)) is clearly the biggest, on the far left, for he is wearing Mark IV Armor.

Sam is a head taller than John, he is never called the tallest. And Fred didn't have a speciality with combat knives. The center figure is most like Spartan-259, the small one -320, and the others currently-unknown Spartans of Team Beta.

You are assuming that the Spartans on the image are known Spartans. Chances are, they are from the second class of Spartans II's, two of whom were featured (by voice) in the teaser trailer. Chances are, these are the Spartans seen, not the original Spartan II's (like John, Fred, Sam, etc)

Okay, assuming there was no class 2, my original point was that it is likely the Spartans featured on the banner for Reach are not known Spartans, and some may be the Spartans mentioned in the announcement trailer.

Sam died during the battle of Reach, during which Halo: Reach takes place. And, as has been confirmed, Halo: Reach is a prequel to Halo: CE.

Sam is the first Spartan to die, when he's probably around 14 or 15 a little after augmentation, when they board a damaged covey ship, John, Kelly, and Sam, Sam gets blasted by a jackal with a plasma pistol and can't escape with his suit breached, so he's left behind to fight off the coveys.

I think the person is referring to the Spartan 3's beta company. All but two died in 2545, and those were with Kurt on Onxy at the fall of Reach.
He may also be referring to Class 2 of the Spartan II program.
