The weapons should be stronger. I mean, during some of Reach, I don't think the MJOLNIR armor had shields. They didn't untill they captured the Elite and like disected him or something.

1. I don't know where you're getting your stats from. Every single time I see "Duals" pop up, people veto.

Anyways.
1. A dual based gametype with no counter or other variety is boring. I wouldn't even play it.
2. It can weaken the shields of an enemy pretty quickly when not dual-wielded if you're not exactly a "beast" with the BR, it can help, my friend Arbiter(his GT with numbers on the end) can utilize that very well.
3. Oh, I remember now, I never payed much attention to it though. I guess the stun should be removed when dual-wielded

YES! The plasma rifle is way underpowered and unused in Halo 3 this is a real shame because according to the storyline one bolt of plasma could badly sear or completley cut off a marine's arm. In the game however this weapon is almost always swapped for AR BR, SMG even in CQB combat.

Yeah I don't like how Covenant weapons are usually worse than there UNSC counterparts. Make the Covenant plasma weapons a lot more powerful like in Halo 1 with Plasma stun. If you can dual wield some of the plasma weapons than they should have higher barrel climb, drastically less range, and more bullet spread like MLG Cheehwawa said.

And bring back the Plasma stun affect from Halo1.

i have to admit plasma rifles are ace for the flood(which shouldn't be in reach)because they can clear the little ones and big ones can be meleed several times in a short amount of time

This can be dealt with. Bungie can either lower the damage when dual wielding the Plasma rifle, or they can remove the dual wield ability entirely and treat it like a single weapon.

Just make sure that they both have their uses. In Halo 1, I found the PR mostly useless in campaign because the PP's semiauto firerate was more than a match for it. So the PP should stay as a weakish sidearm/support weapon, not a gun that you want to use alone. And I am fine with a lone PR's role as a shield dropper support weapon that can be used either with a BR/Carbine wielding teammate, or in conjuction with another dual-wieldable so that a player can fight alone. The PP, however, is enough to fill that role if it is properly balanced, so the PR could become more standalone.
