I've seen this problem before. The only reliable way I've seen to fix it is to uninstall Halo, go into the registry and remove every occurence of "Halo", then reinstall Halo. Beware, manually editing the registry can be very risky, i.e. your computer may cease to boot into Windows if you delete the wrong thing or change the wrong thing. It's a very common problem in Windows that when you uninstall programs, some files and registry entries are not removed.
After the uninstall check to see that the following items no longer exist.
Files -
C:\Program Files\Microsoft Games\Halo
C:\Documents and Settings\~current user~\My Documents\My Games\Halo
Registry -
HKEY_CURRENT_USER\Software\Microsoft\Microsoft Games\Halo
