Or maybe it's just regular Kenya my friends. Africa has a lot of wildlife and alot of pandas. Bungie had no intention of liking pandas that much because of posters in Kenya.

Pandas don't live in Kenya though- or Africa, at all, for that matter, except perhaps in zoos. They live in China.

i think its a zoo enclosure, even though it would be weird to have signs advertising the pandas inside the enclosure, it would be the most logical theory, even though they are almost extinct they would have probably solved that problem by then.

Halo 3: ODST, it's like this only a hell lot better.

I think that it is the outside of a Panda Exhibit. Think about it, we today make exhibits of animals that have been long extinct, who says they won't do the same in the future? It also wouldn't make sense for the Panda Signs to be in the Panda's home.
