I've been thinking about this for awhile. As crazy as this could be, I figured I might as well what everyone thinks. Sit back for a long read as you formulate your options of calling me an idiot.
Alright. Everything about Dare is classified, except her name. Hell, we don't even know her blood type! (If the Covenant knew she was A-... the results could be apocalyptic) All we know is that her name is Veronica Dare and she works for ONI Section 1 (She isn't a Spartan). Despite this, I have a few ideas that could mean that she is the mother of the Rookie.
First, the initials. D = Dare. I'm so smart. I should a smartiness award. It's obvious, and there are other names starting with D, but that's just the beginning.
Next, is the classification of information. Everything about Dare is classified... because... I don't know. Maybe it'll be explained later in the game. So, say the Rookie was her kid (Chances are his name is John. Sergeant Forge, the Chief, hell even Sergeant JOHNson. Bungie loves their Johns) he could be protected from all the people against her that'd use him as a pawn for their evil plans of eating babies and scaring kittens. Of course, his name could be blanked out so Bungie lets you imagine yourself as the Rookie, but I prefer my crackpot theory thank you very much.
Finally, there's something I found on Halopedia. Click this and look at the bottom of trivia. If you don't want to load this up, here's what it says.
"In the demo, when the Rookie downloads the map of New Mombassa, it says AUTHORIZATION <DARE.ONI> during the download, meaning she may be the one watching the rookie through the Superintendent. "
While it is possible he just gets access because he's apart of Dare's squad, it still strikes me as peculiar when it says "... she may be the one watching the rookie." That part could be someone else's speculation but if she is his mother she'd be protective, right?
So, that's my crazy theory in all it's spittle throwing glory. At least I have a wall of text to support my insanity unlike some (They're insanity is conveniently short in length). Sorry for the length, but reading is good for the mind!
By the way, don't make me think about the possible relationship between Dare and Buck, because I really don't want to have to think about him being the Dad (Nathan Fillion as a dad is bad. He's too gorgeous for his own good).
