Oh it will still have to load, all the maps take some time to load. I'm pretty sure having it on the hard drive gives it a faster loading time because it doesn't have to be pulled out of the disk.
Actually, Bungie said its better not to install Halo to the harddrive since it makes it take a longer time to load.

What I meant is that when I go into MM it says I don't have the maps required and it takes a while for them to load, but if they're on the disc then I won't get that anymore.

DLC maps for Halo 3 load faster because it comes from the Harddrive, but stock Halo 3 maps do not. Installing Halo 3 will make stock MP maps take WAAYY longer to load when playing. Thus, you do not want to install Disc 2 of ODST, because all the maps will take longer to load, being they'll all be on the disc, just like the stock maps in Halo 3.
