I think Halo 3 is better, but I tend to like Halo 2's maps more.

I prefer Halo 2's gameplay, at least in the sense that it doesn't seem to feel more 'personal' when someone kills you (I can't really think of a decent way to describe it), which means I don't become frustrated easily. However, I prefer Halo 3's visuals (overall anyway), and obviously Halo 3's features (forge, theatre, co-op). And I agree with nuby that Halo 2's maps seem a bit better than Halo 3's (though both games have their amazing and not-so-amazing maps).
Halo 2 better maps and online but for me Halo 3 as a better campaign.

If there was no cheating and glitches in Halo 2 then I would say Halo 2, but right now I prefer Halo 3.
Halo: CE's campaign was better than Halo 2's and Halo 3's, but if I had to choose between Halo 2 and 3, Halo 3 has a deeper multiplayer but a short campaign and forge, so Halo 3 wins.
Halo 2 has better vehicles and enemies. Halo 3 has better weapons and multiplayer.
