They stated its between halo 2 and halo 3 right well how come we wont be fighting elites in ODST i think i remember elites being a threat in halo 2 what about you? Should they put elites as enemies in ODST if they havent already YES!

no because at the very end ofhalo2 the arbitor and Johnson became friends. and since the arbitor is head of elites they followed

All the Elites left New Mombassa with Regret to fall back to Delta Halo, where they got owned by Master Chief. The brute NOT in Tartarus' fleet had power armor, and were sent to 'clean up.'

Here's how it works:

After Regret's ship left Earth, (when his small fleet got destroyed) Truth brought in the Brutes, a preliminary force before his flagship came. All of the Elites, unaware of Truth's plans, left with Regret, leaving only Brutes.

Why So Serious?

The Elites are all on Delta Halo and High Charity at the time ODST takes place. That is why we are going to be facing Brutes.
