Dual wielding and equipment only if balanced correctly. Dual wield weapons should retain all firepower when dual wielding and just receive a serious accuracy decrease, they should also be strong and accurate when not dual wielding. Equipment should only give you a small advantage and not promote camping.
Weapons need unique uses, an example is plasma weapons getting their stun back. Constraint fire from bullets to the head on a shielded person should create flashes(from their shields being damaged in front of their face) on the persons screen tho obscure their vision.
