People, stop trying to rationalize/ explain things in ODST. Bungie's official answer to any inconsistency is "it's a -!BLAM!- game". They ( or M$) are just milking the Halo cash cow, so they're not concerned about whether or not things make sense in relation to the other games.
That's the whole point of the second disc: Bungie never intended ODST to be a full game. It was only going to be an expansion and then M$ was like, [speculation] "-!BLAM!- that! This is a Halo game! It's guaranteed to sell a million copies, we can't charge just $20 or $30! I don't care how short the game is: it's going to be $60!"
So Bungie threw in H3 multiplayer to try and justify the full game price. Oh and a spoonful of sugar called the Reach Beta. [again, speculation]
So buy the game, don't buy the game, whatever. Just don't waste your time trying to make sense of the (many) flaws and inconsistencies.
All I read was "bla". Bungie wants to fix all the plot holes, if they didn't care than they would have just said that it's a video game instead of giving us a calendar explaining it all. Sure, they said that for Johnson but that's because it's part of the non-canon multiplayer. Oh and Bungie did want the game to feel like a full game and not an expansion pack, they threw in Halo 3's multiplayer for those that don't own Halo 3, those that traded it in and miss it, and those that simply didn't buy the maps due to no xbox live or microsoft points. My friend who doesn't play Halo and is going to buy ODST considers it the best deal since the orange box. Trust me, it takes a lot to make him compare it to something like the orange box. Oh and don't get me started on the milking, cause there is none!
