Translation software was in Ghosts of Onyx if I remember correctly, and most of it is set before Reach.

You really think they developed software in less than two months?

i thought the aliens spoke human language due to captives and what not i didnt know that all unsc guys and little translaters in their ear. it seems pointless.

I think the Covenant already knew "human language", perhaps because it was spoken by the Forerunners? It would explain why 343 Guilty Spark speaks and the Terminals are wrote in English, not to mention the Gravemind and Sentinels.

If Elites are translated, I just hope they talk, scream, and die screaming like in Halo 1. In Halo 2 and 3 they sound like parrots or something when they die.

They should have it be difficulty related.
Easy = You hear their commands and can be prepared for an attack.
Normal = You hear some things, not quite clear but they want to kill you.
Heroic = Just the grunts
Legendary = WORT WORT WORT!!!

But if the question is weather we should understand them at all Id say yes. The UNSC must have captured some Covenant equipment, and could therefor easely have translated them with help of some A.Is.

If the Chief couldn't understand them in Halo: CE, even with Cortana plugged into his brain, it wouldn't make any sense for the Spartans in Halo: Reach to be able to understand them.
