that Scarab was, like any other video game enemy, the first version. (not chronologically, mind you, just the first attempt at Bungie making a Scarab)
the Halo 3 version is the SAME type of scarab as was in Halo 2, but just with changes Bungie decided to make.
for instance, if Bungie remade Halo 2 using the engine Halo 3 uses, the Halo 2 Scarab would look EXACTLY the same as the Halo 3 one.
it's not like the Covenant decided to upgrade the Scarab. it's just a different game.
I think its safe to say, no. The differences between the Halo 2 scarab and the Halo 3 scarab are too big to explain as simply a small change between different iterations.
One is blue, one is purple. One is much taller than the other. Ones primary cannon is a consistent plasma beam untill the weapon overheats, the other rapidly shoots balls of plasma before it overheats.. One is controled by a control panel(as suggested in the first appearance but reinforced when Johnson jacks it). One is controlled by a colony of worms like the Hunters. In Halo 2, the scarab is taken down by killing all of the pilots. The scarab is not destroyed, just neutralized. In Halo 3, the only way to neutralize the scarab is to destroy the vehicle, by destroying the power source, causing an explosion that destroys the vehicle, and kills the colony of worms.
.. The scarabs in Halo 2, and that of Halo 3 , atleast in my own mind are two seperate, but coexistant vehicles. One designed for mining purposes, one for warfare. One controlled by a pilot, trained to operate the vehicle. One essentially serving as an exoskeleton of a colony of worms.
Anyways I hope Scarabs atleast make a cameo role in Halo 3: ODST. But I seriously doubt they will be features in the game, to any serious degree. But we will see.Any link confirming that the Halo 3 Scarab was basically a huge Hunter?

Look at the part of the scarab you destroy, you can see the worms there.
