I actually remember during the pre-Halo 3 rush, someone sent me a "leaked" copy of the Halo 3 script (which ironically I think turned out much much more exciting than the actual game in a way, buuuut thats not what im focusing on here). Anyway, in the leaked script the rings were actually a dual purpose, one was the weapon we all know, the other was a transport. When they were activated they jumped the Forerunners out of range of all the rings (the Ark was the structure on Earth, not the thing out in the middle of nowhere), and (I sort of dont remember all of it it was a long time ago i read it) I believe the Forerunners were bent on dominatioin, and so when Delta Halo was activated they were going to come back and take ovver, instead obviously it failed, so they sent ahead the greatest Forerunner warrior: Cephaus, and he was to activate the Ark (which is turned out was a Halo ring built into the surface of the Earth and i think was activated by a structure in the antartic) and bring the Forerunner's back. Well, long story short, even though obviously thats not the real story, ever since I read that I thought a sweet new either enemy or even a whole new game together, was to play during the Forerunners time during the original war with the Flood before the rings were first activated. Id say putting Forerunners somehow into Reach would be sweet but it doesn't match up with the books or anything, and I hate it when developers mix stuff up horribly like that.
So maybe Forerunner in the new game wouldn't really work, but I think a sick new game would be to play during that timeperiod of WAY the hell back before the rings were first activated. Maybe to tie it into the games maybe you would find the Elites on their homeworld or something? Who knows. I do think that if you were forced to play as a Forerunner fighting Flood for a whole game, it would get old fast.
