I know there's a lot of people saying to nerf/ remove the Br to balance the game, but I think buffing some weapons like the plasma rifle into better mid-range weapons would be a better solution. What they should do is make the Pr's projectiles faster and more accurate. The shots shouldn't be accurate all the time though. Like the other games, the gun's accuracy should drop with prolonged firing, but not too quickly. Also they should increase the damage of the gun so it would be able to kill on it's own without melee. For head shots, maybe the gun should be able to do a little bit extra damage (not much), but definitely give head shots from this gun the ability to stun people. To balance this out, Remove the ability to dual wield the gun. Also the Pr should have a disadvantage to the Br at mid-long range.
Then nobody would pick up any of the other close range weapons, because if you can kill in the same time, everyone would pick up the plasma rifle because if they have a buddy with a BR, the BR users can help them out and get headshots quickly. By making it hard to get actual kills with the plasma when you are by yourself, it helps to balance this out, so one would only wield a plasma rifle when dual wielding, when being with buddies, or when ensuring that you would be within melee range.
Also, the plasma rifle already works much like how you have suggested, it begins firing like a spiker, but as it heats up it fires more like an AR and finally like an SMG just before it overheats.
for the smg, they could increase the effective range a bit, but not make it mid range. a little bit more damage with head shots could help as well.
Burst fire, and it will work better. Making it do extra damage with headshots defeats the purpous of having such a huge spread cone which needs to be carefully aimed and burst fired at the center of mass to do maximum damage to an opponent.
for the spiker, if the gun is even going to be in this game, they could increase the ricochet ability of the bullets and bullet speed and maybe give it more damage with headshots. I'm not sure if the gun is even in reach because I never read the books ^^;.
The slow speed of the bullets balances out the small spread cone of the spiker. Unlike the SMG where the aiming mechanic is to aim the spread cone to make the gun as efficient as possible, the Spiker must have it's shots lead in order to get kills at medium-close range. Increase ricochet could be cool, but would need to see balancing. Trust me, I probably use the spikers a whole lot more than you, I know these things :)
The shot gun could also use a buff in range
But then it would no longer be a melee ranged weapon but a close ranged weapon, and a bit cheap.
