in the book of fall of reach is their a arbiter or a main covenant leader leading the attack on reach besides the commander in halo 2 who becomes the arbiter

There were other Admirals. The Arbiter said (in H2) that he fled with all ships under his command, while about 15-30 ships remained behind at Reach with their leader. The Arbiter took around 14 ships with him to Halo, so the Covenant took heavy losses to both fleets (they arrived with 315 ships)

Its likely that Xytan was the other Admiral as it was his ship in GoO which carried the NOVA from Whitcomb at Reach.

There can be only 1 Arbiter at a time. Thel 'Vadamee is in command of the Fleet of Particular Justice at the time of Reach and gives his ships the order to Glass the planet.
