What I'm saying is...
Shields cover the entire body of the Spartan and the Elite. Now we all know for logical reasons that an unshielded enemy is vunerable to a headshot, due to the fact that well, the brain is a vital organ.
However, there is no reason that a shielded person should be vunerable in the head, because the shield covers the entire volume of the person with equal strength. The exceptions to this rule are the hands and feet, because if the hands were heavily shielded, you wouldn't be able to use weapons; and if the feet were heavily shielded, you'd have trouble walking.
In conclusion, a non shielded enemy should be vunerable to headshots. A shielded enemy shouldn't be vunerable anywhere, except the hands and feet, until their shields are taken down.
Think for a moment; it makes sense.
