I think you choose between the ODSTs in the squad and you can interchange their shoulder pieces and decide whether they were a helmet or not...I think, not i know

Yes, you can, but you can only make one for Firefight.
I think it goes something like, you choose your initial person, say, Romeo, and then from there you can give him an emblem, change some custom paint, add on/remove armour permutations, and also, choose to wear a helmet or not as well.
This is only for Firefight, not for campaign. In campaign your armour is preset for you.

Look at any pic for firefight, You'll see guys with different colored stripes on their helmets. And that wierd thing on Romeo's halmet. It'll be slight customization, kinda like Republic Commando...If you've played that...ist pretty cool.
