If the game is about the battle of Reach, we will probably only see him, not play as him. He fought in space on a single zero-Gee mission with two other Spartans (count the five in the banner), while 27 fell to the surface.
Thats odd.
There were only 33 Spartan IIs that survived augmentation. Three are gray team, and were else where when Reach fell. One Spartan was hurt permenantly, Kurt was dismissed and joined the Spartan III project. Sheila died in 2544. Samuel was the first Spartan to die in combat, in 2525. Randal is considered MIA, believed to have died in 2532.
By your counts, 30 Spartans were on/ around Reach. But at most, only 28 were alive before Reach fell, this number is confirmed in Halo Wars. Additionally three others could not have been at Reach, this is gray team. Which means only 25 Spartan IIs could of been with Masterchief. A number again confirmed by Halo Wars, and once in FoR.
Which means by your count, five more Spartan IIs fell to the surface then whats possible. Oddly, FoR, and FS both say 30 Spartan IIs fought during the FoR. Which means, there are five Spartan IIs, that couldn't possibly be from the original 33, that fought on Reach. I suspect the five in the banner, are these five Spartan IIs. A second generation, previously unheard from. I suspect this generation reaps the benefits of Mljonir variants.
edit: Hasely remarks "two dozen spartans" are attending the briefing on Reach. Evey single remaining Spartan II, exept three too far off to be called in. Halo Wars states exactly 25 out of 28 were recalled to Reach. But like I said earlier, 30 are mentioned to be fighting on Reach in FoR and FS.Maybe they're not from a second generation... I don't think that there is a Class II as too much resources were allocated to the SPARTAN-III program after 2525.
I think that the high numbers could be accounted for by having been a wider selection process than just 150 children. I mean a multi-billion (or trillion?) dollar program would certainly have had more than one phase of selection...
It could be possible that some of the "wash-outs" were actually still combat effective, and were used for black ops missions which were more high risk than grey team. Maybe Spartan BLACK has something to do with some of the Spartans in the banner... they had Mk VI armor before Halo 1.
Maybe they were assigned to defend Reach once the cote d'Azure crystal, which had coordinates to Reach, was discovered by the Covenant? Could have something to do with "Winter Contingency," mobilizing the Spartans.
