To try and nerd it up a bit here, I can explain why they are different.
The Flood Infection Forms are actually easier to kill. The Chief had a longer melee reach, but no lunge. Thus, you could hit infection forms that were jumping at you at almost any time.
The Combat Forms are a different story. Melee really doesn't do much. The infection process turns most of the flesh and fluids into a spongy material, allowing it to stretch and grow new appendages(tentacles, etc.), while also keeping the dexterity and solidity. This happens to the entire body. Essentially, it's like hitting a thick, wet sponge.
In Halo 3, apparently the Chief was able to figure out where the infection forms rest in each and every Combat Form type, allowing him to take out the controlling presence without too much hassle.
