That's what Bungie said. They said ODST was their last thing in the Halo universe, but that was before Ensemble folded. When Ensemble folded, they dropped the MMO project that they were working on. This screenshot is all they have to show for it.
However, in the Halopedia News Service a few months back it said that the MMO had been picked up by an unknown developer. This was before Reach was announced to the public, in April of 2009.
It is entirely possible that Bungie had planned on ODST being their last game, but saw a great opportunity in this MMO and picked it up. It could have been picked up back in '08, possibly, and we just didn't know it.
On the other side of the argument, however, the news wasn't announced in until April, so it is highly unlikely that Bungie would rush out a game in just a year and a half, half the time of the development for Halo 2 and 3 (both were 3 years). However, Halo 2 had to restart production midway through the project, proving that Bungie has the ability to churn out a great game in short time. The game may have been picked up long before Halopedia knew of it. That means that Bungie was looking like this in early '09:
Team 1: Halo Reach
Team 2: Halo 3: ODST
Team 3: New IP, super-secret project
It is even possible that now, those who worked on ODST have moved over to work on Reach, meaning that possible more than half of the studio will work on Reach until its release in '10. The super-secret project likely won't release until 2012 or 2013.
Note, this is just an idea, and there is evidence to support and put down this hypothesis.
In addition to the above idea, in the trailer, there were calls of Spartan numbers higher than 150, which was the highest number in the Fall of Reach. This could point toward making your own Spartan for the game, or possible even Elite, allowing you to play on both sides of the battle.
