In Halo 2 Brutes were just buggy- nobody, not even Bungie denies that.
But in Halo 3 Bungie just could not make Brutes replace Elites. Brute armor just... popped off. It wasn't as appealing... as satisfying to kill one of them. They weren't as worthy of adversaries.
However I can't say the same for ODST. Seems that Brutes will be decent in this game- a challenge. Perhaps it'll work out great with Brutes. I see shields are more visible now at least.
Well, I'd say the H3 brutes were just as formidable as elites. What they lack in armor, they make up for with more aggressive coordinated attacks, and deadly weaponry. I'll start with the last point and move to the first.
While both the brutes and elites use plasma rifles, brutes also use spikers, that, without a shield can kill in just a few shots. The weapons are quite accurate too, but I'm used to playing on legendary, so this may not be common for those who don't. Once shielded, being hit with a plasma rifle however, allows time to find cover. For the melee weapons, the hammer is, with little doubt deadlier than the sword, as where it lacks a lunge function, the damage radius the hammer allows the brutes to miss, and yet still kill or do much harm players.
Elites on legendary in Halo 1 and 2 were tough, indeed, however, it was much easier to separate one from their group, where they proved quite killable. And while yes, this can happen with brutes in H3, it is more often they attack in numbers, making even low raking brutes quite deadly. And they don't like to stand back and shoot as much (though they do at times) as they enjoy surrounding and attacking aggressively. And once you do get them down to their last, it usually isn't your run of the mill brute, but rather one of the chieftains when they're around.
Really, where the elites shine against brutes in combat is in that their armor (the shield) regenerates, while the brutes just have their armor on as long as it isn't shot off. The fact the brutes have higher hitpoints doesn't quite make up for that, but their battle tactics surely do.
