Sierra could be anything beginning with an S, or the name of a squad, battalion, brigade, etc. Not just a Spartan.
While that is true, in the Halo universe, Sierra in the NATO phonetic alphabet stands for Spartan (Sierra-117). That's the only reason why i' m certain that Sierra-320 is a Spartan. It would be extremely confusing to refer to multiple things as "Sierra" during a single engagement.
