In the Halo 2 Instruction Booklet, it is explained that the Mark VI armor that Master Chief uses can track two weapons at once. Now ODST do not have this armor obviously, and thus they can't dual-wield.
This also explains why we couldn't dual-wield in Halo 1, since Master Chief was wearing the Mark V armor.
That's just the story explanation.You are right in one regard: Th Mjolnir armor allows the Chief and other Spartans to duel wield. The reason we couldn't in Halo 1 was a gameplay thing and had nothing to do with the Mark V suit. In Halo Wars, we can clearly see Spartans in Mark IV suits duel wielding.
As for the subject of this debate: Yes, I'm sure a ODST could duel wield, but his shots would be highly inaccurate. That's why it was taken out.
