It is suggested that Brutes are not among the forces attacking Reach.
Before the events of Halo 2, the Brutes were the new guy to the Covenant. They were one of the lowest races of the Covenant, only above the Grunts thanks to their great strength and battle prowess.
They were used in unimportant tasks, such as scouting, searches for Forerunner artifacts (in the unpromising regions), and low level security. Their ships and troops were given only the oldest and worst technology and weapons. Their ships often lacked basic Covenant amenities such as Grav Lifts. And almost all their ships were not allowed to have operational weapons.
The Elites hated the Brutes, and oppressed them within the Covenant. They viewed them as uncivilized thugs, unintelligent and unworthy of their place within the Covenant. At any given chance, the Elites had always tried to put the Brutes in their place.
The Elites would never allow Brutes to have anything to do with their missions. It was a great Sangheli (Elite) Fleet that attacked Reach. Based on what we know from the books, Brutes would not be allowed anywhere near this great divine battle.
However, that is not to say that Brutes could be seen on Reach. Just about any plot line could be invented to throw them in there. It's Bungie's game, they have full creative control, not the fans. They could say a ship of Brutes came before the assault on some secret recon mission. They could say some Brutes were sent in personally by a Prophet during the battle to look for something on Reach. You just never know.
It's also entirely possible that Brutes will be left out of the game entirely. I for one don't think the chances of this are very high, but hey, anything could go down.
