The Mjolnir armor would not look different on either a male, or female, it would simply be scaled up or down depending on height.

Also, for all we know, female Sangheili may be larger, and tougher than males, like many animals in the world around us.

No; their culture is patriarchal. It's affirmed that females are classically not permitted to unite in martial affairs. Even in insect species that have stockier, heavier females, the males will reign above them in a patriarchy. My Madagascan Hissing Cockroaches do it the entire time; males constantly clash for females and manage two to three females, along with a brood they delivered (however, I constantly segregate the youthful from the mature individuals, due to potential bacteria that the adults may be resistant to and not the youngsters, alongside with being trampled or cannibalized). My Giant Spiny Walking Sticks, or Eurycantha calcarata (a species of phasmid) pursue a comparable arrangement to what my roaches achieve. I may perhaps send several photographs and videos of my roaches and stick insects.

The elites deserve attention though (assuming they will be playable). The male and female elite voices were identical in halo 3. They are also more exposed so there should be some differences.

The Spartans are intentionally similar looking in their armor, it wouldn't make sense to make alterations of this nature simply for the sake of having them. The Mjolnir armor system is the same armor plating (to scale for body size of course) over a custom fitted suit that fits the individuals body contours. Any physical details (regardless of how spectacular or not) are hidden below the plating, again this is intentional.

Spartans were designed to strike fear into their enemies, they are faceless killing machines while in their armor, humanizing them wouln'd fit into their design purpose. That all being said it isn't entirely unlikely that something like this would happen, since they have already flirted with several armor permutation, but I think it would be kind of a wasted implement.

I don't think visual representation of gender is at all necessary. For one, MJOLNIR armor is most likely unisex when looked at from the outside. True, female spartans with <ahem> larger breasts may need some slight adjustments to the chestpiece, but I don't think it'd be a good idea to make their boobs obvious. It doesn't really fit the Spartan character (which is independent of gender), and to be honest, any designs like that or the one rendered by UBALD some time ago would be borderlined sexist.

Same goes for the Elites, in my opinion. Let's keep it to the voices.

I'm going to go out on a limb and say breasts are probably removed during augumentation, or prevented from forming. They're too cumbersome, ofer no aid in combat, etc.

The legendary Amazonians were rumored to burn off their right breast as a rite of passage, making it easier to throw spears.

He never proposed for the breasts to be noticeable. He proposed for slight changes in the armor. Not like a bulging chest piece or a bulging back-side, but a slight change in the hip region and the chest region. It would be noticeable, but barely. Don't reply saying, "Then what would be the point." I'll answer that already: more customization. Don't reply saying, "All MJOLNIR armor is uni-sex." Multiplayer doesn't follow canon, so does it matter?

Halo should remain Halo. Why are you here if you want something different? There are thousands of games on the market. Refrain from requesting to -blam!- this one up when you have other games to play. There is only one Halo game I can play and you want it to be generic.
