The problem with hunters isn't so much the one hit kills, but how increadibly simpleminded they are. Their fuel rod cannon could be something to worry about if they aimed at your feet once in a while. Being able to sidestep and watch green glowing death-sticks sail off behind you almost every time is just ridiculous. That aside, their melee fighting style leaves them increadibly vulnerable. Perhaps if their quills did some kind of damage or they did a few other things than a simple swinging melee with their shield. Heck, is a little strategy so out of the question? The other covenant occasionally seem to pull off a modestly coordinated strike. Why couldn't a hunter go to more defensible ground or wait for the chief at a choke point where he wasn't vulnerable to a pistol shot in the back.
Not having one-hit kills would be nice (although a one-hit sniper kill might not be a bad idea. . . it makes sense after all), but I think hunters need more than that to become fierce. Even if you take on a hunter with an assault rifle or even a needler he's still hardly a challenge to fight unless there are other covenant supporting him with fire to distract you. The answer lies in the AI.
