No, unless you have world-sized maps... which i doubt will appear in Halo: Reach (Multiplayer wise).

If like the Halo 2 Pelican, it would be like this: It can have one pilot, two gunners, plus any additional 16 spartans/human soldiers?/elites/brutes? that simply ride on the passenger seat, the Phantom would similar, if not identical in terms of how many people can enter it.

The pilot can control the pelican, and fire its deadly volley of rockets every twenty seconds or so, one gunner controls the front turret, and can fire at anything in front of, or below, the back gunner has a limited firing range, but a much more powerful gun, due to being exposed.

The Pelican will be quite destructable in multiplayer, as a lock on rocket can deal a lot of damage, and while the pilot will die if the pelican is destroyed, the other occupants will simply take damage instead, and any further damage to the downed pelican will not cause any further damage to occupants, the aircraft disappears soon after crashing, thus no camping.

Just an idea, go ahead and take my idea if you guys think you can improve it.

To balance it out make it so your rockets have lower rate of fire and run out of ammo, no chaingun, and the people inside can't shoot because of the door being shut. It really would be great to have this for good pilots in the other Halo games.

yes but you shouldnt be able own the covennent with it, like the downgraded hornet, ment for transport.
