Actually, there is reason to believe besides that video that the Elites may make a return as enemies in ODST. In the most recent issue of Official Xbox Magazing (OXM), they have an article on ODST, in which they mention fighting Elites.
Don't believe me? Pick up a copy somewhere and check it out. It's the September 2009 issue, the cover is majorly red and features a picture of the Big Daddy that you play as in Bioshock II and it is there 100th issue. The paragraph where it mentions elites is on page 14. The section reads as follows:
"After all, you're no Master Chief - your shields won't be regenerating, and you'll need all the help you can get since every big bad from Elites to Grunts has been alerted to your presence, if not your exact location."

One thing that dissappoints me about what we've seen so far of the game is weapon scale and availiablity. Seeing as how we're no longer a seven foot tall super soldier, shouldn't the weapons appear MUCH larger in the hands of our character? They all look like they're scaled down to ODST size to me.
Another thing, how the eff does a ODST hold a freaking Gravity Hammer, let alone USE IT?! He's just a normal human in a battle suit thats only moderatly better than the average Marine. If an ODST swung that hammer and the gravity blast went off, he'd go flying in the other direction! It just doesn't make sense. Oh well, it's just a game.
