It's a promotion video for a computer character animator. Basically it's just someone trying to get hired by someone in the game/movie industry.

The random bits mixed in like the dragon and walking dog were just examples of his work.

As for the alleged marine and jackel scene, he's probably just a fan of Halo and decided to use the biped model for an example in his video (bipeds for Halo 1 and Halo 2 are easily and legally available on the internet for free, so it's not a surprise that he's using these model).

Put simple, it's nothing to do with Halo Reach or Bungie.
