What I'm thinking about is that for the Custom Game options, if Bungie could add something like: How much damage a weapon can do in a certain gametype, not like just making shields weaker and stronger but for example: You want the Sniper rifle to kill in the body in 1 shot but say you want the BR to still kill with just 4 in the head or (as I think it is) 8 in the body. I guess it would be called a "Weapon Damage Modifier" or something like that, but your thoughts? That is if this is possible of course.

A cool option for custom games would be to prevent people from scoping in with their weapons. Some interesting mini games could be made with this option, and people trying to get good at no scoping with the sniper could make sure the rest of the people in their game don't cheat.

I want more customization for percentages, such as damage resistance. You could have 35% damage resistance, or 80%. Makes so many more ideas come to life.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. Have sliders that operate at 5% intervals across the board.

A weapon gate:
toggles each weapon on map to yes or no. No means that weapon won't spawn. This would quick change a map easily.
