This is a prequel. The Spartan III's weren't trained until late in the Human/Covenant war. Reach was earlier, before the Spartan III project was developed.
Spartan III project begins: 2537
Fall of Reach: 2552

Bleh. The project might have been started then, but there was no mention of Spartan III's on Reach. I was off on the time, but I was right that they weren't present during those events. I'm pretty sure someone would notice a hundred or so extra Spartans running around on Reach.
To explain the confusion, I was following the Halo story in terms of...publication. I know that isn't the case, but I mistakenly forgot certain dates between books.
Perhaps this is how Bungie is going to tell the story of the Spartan-III's on Reach?
When you think about it, Spartan III's are just glorified ODSTs with auto-camo armor.
No, wrong. They're quite a bit stronger than ODST's, are quicker (in reflexes and movement), superior senses (especially sight) and their armour has the camo and is tougher against plasma.
