Probably one of the other ODSTs (I'd say Buck probably), and that's Dare's pod in the last image (I think). Buck frees Dare - makes sense.

Perhaps it's a decoy pod, used to distract the Covenant as the real forces drop.

Pretty sure when you pry open the pod, it's daytime, meaning it's not the rookie, aka a beacon. It's an objective to release whoever is inside while you're Buck, Romeo, Dutch, or Mickey.
Why does everyone assume that someone is in the pod? Drop pods were also shot down filled with ammo weapons and other non-living things. For all we know, it could easily be filled with some ammo and rockets.

Most, if not all of the other pods were engulfed in the blast. The EMP fried the pods' electrical systems and sent them spiraling to their deaths.
