Two problems with that:
1) The game did not ship with the feature at all, therefore it is not most likely designed for online co-op. And besides, at the time of the game's release, online co-op may not have even been possible for the game. Even if Internet connections are better nowadays, the game itself may not be capable of online co-op. It would take a lot of time to change the game's code, people would need to be paid money, and we don't even know if things would work well then- it would just be easier to buy Halo 3. (I know that's a sloppy explanation but I'm too lazy to split it into bulletpoints.)
2) Halo 2 on Xbox Live is seeing the end of its days. Halo 2 is actually the reason why our Friends Lists can't go above 100 friends- Halo 2's limit is 100, and that number can't be changed. So to cease the complaints, Microsoft are going to cancel Xbox Live support for Halo 2 (as in, shut down the servers).
tl;dr - It's going to be too much work, and the Halo 2 servers are closing down soon anyway.
