I voted No simply because from what I know about programming it is very hard to take an object model, like an elite, grunt, brute, spartan, or marine model and turn it into an NPC without complex scripting so that it can follow an infinite number of paths that the player has set up for it and fire on any player that is not on its team...Until you can provide PROOF. Hard proof, that it is easy, and does not require complex scripting to do the things that are part of your idea, my vote will stay no.
I do not claim to be a programmer. Other games/companies have managed to create complex bots that function on their own. If it is possible for a bot to search for, recognize, and then shoot at a player, who does not have any pre-set responses, I believe this is possible.
Either way, this thread is NOT about if it is possible, even if others try to make it so. Its purpose is merely to put an idea out into Halo community. If Bungie sees this idea and likes it, they WONT CARE if forum users think it is possible or not, as long as they see a way of doing it.
Argue to make it a better idea. Ultimately it is Bungie who makes the decision of "possibility."
