You can think of the ODSTs like the British SAS. You have to be a Sergeant or greater to join the SAS, and when you do, you start off at their lowest rank, Trooper. So you do start all over. The same can be assumed for the ODSTs. They are both "volunteer," but you are still hand-picked from that volunteer pool.
ODSTs are Marine Corps only.
Still, if you are an officer, and then are moved and do have to restart, you wouldn't lose your officer status. So as I said before, you don't need to be an Officer to be a pilot.
That is true. Crew Chiefs are generally Petty Officers/Sergeants to Lieutenants, in which case, Mickey would have kept his seniority if he was an officer.
