Spartans got their MJOLNIR/finished their training in 2525, when Harvest was attacked. Halo Wars occurs during the second Battle of Harvest, in 2531, after the Cole incident. The Covenant came back for an artifact. Halo Wars is 100% canon (except for the Spartans having shields in gameplay).

u call Halo Wars 100 canon? the arbiter armor was destroyed ( cutscene Monsters) The Prophet of Truth said on H2 the armor is the same as all arbiters have been wearing
He never said it was the same armor.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

And elites not having shields.

I hunt for the Prophet of Contentment, the San 'Shyumm that murdered my son, and stole his birthright, his Energy Sword. They call our species Heretics. They claim to all that our tongues sting, our words a vile poison that feeds on the unworthy. I have seen the true face of Heresy. The head of a gallant warrior lay on the ground. His neck scorched and blistered, scarred by his own blade. I shall retrieve the weapon, and drive it through that bastard's heart! Punishment for his sins is nigh.

I know that halo wars is based in 2531, but it has spartans. In the book, the Spartans weren't done with the training when The Battle of Harvest and Admeral Cole won. Its safe to say that halo wars isn't a REAL halo game since Bungie didn't make it. Never the less, it is a fun game. I just wish Ensemble Studios did a better job with the halo history when the made the game.

No, your wrong, the Spartans were out there kickin insurrectionist ass long before the Covenant showed up.

Reach was the site of main military development for the UNSC. Most of the military's advancements, testing, and construction took place on Reach. It holds labs and a base under the mountains specifically for developing new infantry weapons. The Spartan Laser was likely among those.

The Pillar of Autumn was also stated to be loaded with experimental weapons during Halo Wars. It's entirely possible that the Spartans were outfitted from that ship, either directly or indirectly. Either way, the Spartans were outfitted on Reach before being sent on their mission.

H3 or any of it's related story content suggest in no way that the Laser is a brand new development. It's simply a newish weapon that took awhile to get around. Which is understandable when the UNSC is in a war that has destroyed 90% of it's people, places, and resources.
