I think that since it has a seperate campaign and case and disc etc., that it is its own game. And the Halo 3 multiplayer and things are on the second disc so it is its own game.

It's both.
Halo 3: ODST is a new game. However, the second disk contains the multiplayer of an older game plus an add-on for it.

So it depends on how you look at it, but I'm just saying it's both. 2 games in one, essentially.

Yes it is not a 'add on' and no it is a 'add on.'

It is because: Halo3 MP Disc
It is not because: FF and new hero and new campaign

It's a Standalone Expansion.
