Most likely yes. There is always an Arbiter in office (well not every second of every minute, but its like a normal political position, except you kill ppl lol. and they have usually short life expectancies). There was for sure an Arbiter while Reach was being glassed and I highly doubt he didnt not have any part in the attacks. If ur asking if there will be an Arbiter like the one who helps in Halo 3, most likely not because they were not nearly as many rebels in the Covenant back during events of Reach as there are at the end of the Halo trilogy. But im pretty sure there will be an Arbiter somewhere in there. Just dunno is he'll have a big part like Halo 3 (highly doubtful) or maybe a part more like in Halo Wars. I can't know for sure.

THE Arbiter... nah. He left with some of the ships before Reach fell (when the PoA leaves), so most likely not. I would like a new Elite main character, this time a villain like Halo Wars' Arbiter, but instead possibly Xytan 'Jar Wattinree, since it was his ship in Ghosts of Onyx which had the NOVA bomb from Reach.

AN Arbiter? Possibly, though I would prefer Xytan to be a major villain as I would like to see him in game.

A different one would have to be in it. I can't quite determine the #er of arbitor that 1 elite becomes in Halo2 but we need the 1 or 2nd before him. It has to be in the time line.

I would think so the Arbiter is something traditional and the one from halo 2 and 3 was like the seventh or ninth so far so

I don't know if you recall, in halo 2 the Arbiter chamber was covered wall to wall with dead arbiter capsules so no he's not the seventh or the ninth.

I honestly have no idea... I mean, the thing is they didn't even mention the Arbiter at all in Halo: CE. The only explanation is that the Arbiter during Halo 1 died right before the events of Halo 1 and they didn't select a new one yet. Like, I know Halo 2's Arbiter wasn't the first (considering he was in the tomb of Arbiters or whatever), but maybe there was just a really long time gap between arbiters.

I really don't think so since there wasn't an Arbiter around then as far as we know. The last one before the Arbter we know was hundreds of years earlier wasn't it?

maybe bungie are always more of than on with there idea's it would be a good game if it swiched to both sides like halo 2 one side the cheif with his spartans the other with the abiter or zealot as he would of been then , with his elites both groups runing into each others trailes of distruction every now and then . genious plot style , play as the supper soilder's of both sides of the war ? , leaving you the player to make up your own mind about the conflict .

but i can see it now .................... golden armour , blue pulsing energy sword in hand , the scream's of harrowing banchies above , the marine beging for his life , the dark post appacaliptic night sky , the over use of the word brother on the com's chanel , the classic speech of the victorious elite .

monks singing cuts in .
marine hear's
"bo soulo woot woot woot ." (halo ce elites don't speack english)
"what ?" marine replies clairly confused by the whole scene .
explosion rips through the back ground . gunt's randomly spawn just to run around and panic
com's cuts in "the demon's brother ....... they are here"
grunt run's and says "ah ohho ho who demon!!!" in that high pichted vioce .
marine laught's histericaly and gets all biblical to make the whole thing genuinly epic
"ha ha ha!? you've got it now! you've all got it comin' now! "and they shall raineth down as angel's of light and by there lofted heal's ........... ect" (is whispered for epic game promotion)
marine is dispached whith classic scream and energy sword thingy .
"so ........ they have sent demonds against us ............. let them come?" arbiter whispers in classic arbiter voice .
monks singing steps up to semi deathening volumes .
game trailer ends . to clapping aplase of e3 crowed .

p.s.
bungie disides game is too good so they cut the sheilds (THE SHEILDS!!) so now nobody knows where or when your gonna drop dead , there's just nothing . empty space on the screen . fan's flame the forums but bungie does not yeild and have ruined another perfect game ?

monks start singing again to help comfort the pain .
