The Phantom chunks can clear after each round. It wouldn't be that much of a problem, unless Brutes really suck at pathfinding.

It works off of the same engine as Halo 3, so probably yes if you have the fire power.

That must be it then. I just aim at the body of the phantoms. The engines never really offer themselves as a target, and I didn't know they did any extra damage.

Edit: This is on legendary right?

Since this uses the same engine as Halo 3, I would assume so. Also as others have already said, I wouldn't expect the scorpion to be any less powerful in ODST than it is in Halo 3.
