Seems like since the whole Halo Wars mythic thing Bungie is starting to use cheaper and cheaper ways to make money. As if Halo ODST isn't gonna sell enough copies.
Halo Wars wasn't made by Bungie, and I'm sure they had no say on the pre-order bonus. MS decided that, just like how they decide the prices of the map packs, and whether or not they are free.
Pre-order bonuses are not made to punish you, they help to insure that stores have a high enough quantity for release. This is because, if you pre-order, the store knows that you will buy the game because you basically already have. With this information, they can take the pre-order to walk-in ratio from other games to determine approximately how many of the game they should purchase. The pre-order bonuses increase the number of pre-orders, and help to insure that you will be able to get the game when it comes out.
Johnson in firefight has no effect on gameplay, story, or anything rather than personal preference, so it isn't that big of a deal. Besides, most of the people who are big enough fans of the game to care about having Johnson in firefight are going to pre-order anyway. It isn't like they are giving out extra levels on the campaign or multiplayer maps, being Johnson won't enhance your experience, and not being him won't make the game any worse.
The pre-order bonus probably wasn't even Bungie's idea. I'm sure MS was looking over their shoulders throughout the entire process, and even delayed the game announcement, so I'm sure they suggested it to, or even forced it on Bungie.
If you are going to get the game, and are angry that you won't get Johnson, then just pre-order it, it's not like you have to pay more for it, and you are guaranteed to get it on release day if you do.
