I don't really think a sprint meter would be a good idea, especially if there's areas in the game that you need to sprint for. I'd say, as a lot of people have suggested, that you merely holster your weapons and make a blind sprint as long as you want, with the ability to turn greatly, if not completely, reduced. A nifty little addition could be the ability to drop into a shoulder charge at the end to stun the enemy, making an elite rush rather useful.

As far as carrying weapons in vehicles is concerned, I think it's a good idea. Many a time has my flag just been captured from my grasp, and when I go to pursue, they drive away in their handy warthog and I have to chance to catch up. Of course, with the addition of destrictable vehicles, this problem might be reduced. What might be good, is a specific vehicle designed for CTF, like a transport. The troops all jump in the back, and off you go to the enemy base - heavily armoured of course. When you get the flag, one of the soldiers in back can hold it, or there could be a slot for the flag to go in. A transport vehicle would also be useful in other situations...
