Realism doesn't matter. This is Halo. If realism mattered, then all plasma weapons would kill in the first shot. What's best for gameplay/balance is best for the game. Bungie believes plasma weapons that would kill in one shot would be bad. Hopefully they will believe again that fall damage makes the game more fun, like they thought for Halo 1 and Halo 3: ODST.

Because it's more tactical. If I go up in some high place to snipe, I can't just jump down the equivilent length of a football field and get away if I'm under fire, I need to think of all the outcomes. Advantageous higher positions are much more risky because if I make a mistep, I'm practically skrewing myself. Compare playing Hang 'em High from Halo: CE to playing Tombstone in H2, it's a completely different ball game.
Besides, in Halo: CE if you crouched while you were falling it nullified some of the fall damage.
Either way I'd say it's pretty inevitable that it'll be returning, MkV isn't as resilient as MkVI. The only reason those Spartans could survive that fall was because they "overdid" the cushioning gel in them, something they can't just do all the time. Reinforced bone structures certainly help, but when you weigh half a ton and you jump thirty feet down, it's going to hurt, just not as much as it would a normal person.
