Okay, that one bit of information makes this simple to answer. :)
Gallowspole is NOT a mod. It's an ordinary compressed map file for Halo Custom Edition. Download Halo Custom Edition (otherwise known as Halo CE) from any number of mirrors (Here's a direct link to a mirror). Halo CE is a standalone version of Halo multiplayer that Gearbox put out with updated shaders (better framerates) and the ability to play user-created maps (as well as all the classics). There are currently over 150 user-created maps in circulation right now and there are many that are just as good (if not better) than the levels that shipped with ordinary Halo. I encourage you to download CE and then hop over to this link to download your first map. That link is to New Mombasa Classic, (just released tonight) which is a map based on what was seen in the E3 Halo 2 trailer a year or more ago. You can also find a wealth of other maps here.
I'm not sure what you're knowledge of compressed files is, but anything that ends in .zip or .rar is a compressed file, which means you must unzip them with an unzipping program. You're probably familiar with Winzip, which handles .zip files. A lot of Halo CE map files are .rar files though, so if you don't have a utility to unzip those, go to webattack.com and find yourself a free one in their freeware section.
Anyway, once you've downloaded your map file, make sure Halo Custom Edition is not running, then unzip your file to "Program Files\Microsoft Games\Halo Custom Edition\Maps". Fire up CE and you will see the new map towards the bottom of the map listing (if you are starting a game). If you want to be able to join user-created map games on the Internet, make sure you change your filters when you're in the server list screen (for some reason there's an option under filters that you can toggle on or off: "Show user-created Maps").
