It's an excellent idea. I've always wanted to see a Battlefield-esque game mode. Getting dropped into battle (either by HEV, Pelican, or both) is something I always wanted to see incorporated into multiplayer. I know Halo is old-school to the core (and that's awesome), but adding these elements would give it an even fresher feel. How many of us have wanted to fly a Pelican in a non-modded, non Halo CE environment? How many of us have wanted to at the very least be dropped off by said Pelican, in the midst of firefights and explosions?
That said, I've been dreaming about massive Halo battlefields (think Halo Wars, only way cooler) since Halo CE. I still am sad that the Pelican is not flyable, that UNSC Warships can't be placed as background objects, and that you can't tweak the time of day in Forge (Honestly, Bungie... Far Cry 2's map editor had this feature and that editor is far inferior in my opinion.), among other things. But I digress.
The point is that it would be amazing to have a real war-like feel to the multiplayer, at least in a single game mode, as you are suggesting here. It doesn't have to be for everything, as that would be unwieldy and unwanted. Just one mode.
I really like your ideas, particularly the bit about purchasing weapons and such from an armory on the cruiser/starting point, as well as the drop points proposition.
Weapon drops, air strikes (within reason), vehicle drops and such would be extremely cool. We can't have tanks tearing through walls or sniper rounds arcing with gravity, but we maybe could at least have some of the conventions shooters utilize today, but with the Halo flair. I don't want to see Halo turn into Call of Duty (with regard to air strikes and such) in the slightest, but Bungie has their ways, and I'm sure if they tackled this they could make it their own.
Who wouldn't love a 20v20 where Pelicans and Phantoms fly down from orbiting warships while Longswords rocket across the sky and blow a fireteam to smithereens, and troops drop onto the battlefield in HEVs? Come on, Bungie. Let's see an insane DLC multiplayer mode.
