Personally, I think every xbox game should occur on a dedicated server considering Live costs $50 a year and the fees will be hiked in November for the useless ESPN shows. The host/peer model is ridiculously tiered and unbalanced where the host obviously has a big advantage over the clients. Fortunately, this isn't a huge problem with Halo but is pretty bad for many other Xbox games.
Xbox Live, by its flawed design, cannot handle more than 24 players at a time, period. In contrast, most PC games run 32 to 64 players per server, though obviously a better connection is required to ensure playability on them.
In short, a game like this couldn't work on the Xbox 360. If you want big battles and huge maps, you'll have to go for the PC.
if you remember one thing on the xbox 360 system, the video game -frontlines fuel of war- on a multiplayer match ran about 32 vs 32, so i am pretty sure that a dedicated server can certainly handle it
