It doesn't make logical sense, no. But when dealing with the issue of balance, having two weapons do twice the damage of one weapon is completely nonsensical.

Ofcourse there's Plasma Grenades, Anti Grav, etc
But i think he means like, i don't know how to put it, realistic?
Spartans are realistic for a Spartan with Halo Universe weapons.

It sucks that Arbiter can melee in the halo 3 campaign with dual plasma rifles without dropping one but we can't.

That should be changed to, i didn't think of that either.

did you guys even play halo 1? halo one was all about the magnum, master that and no weapon even mattered except for maybe rockets, sniper, and shotgun.

there was no weapon variety or any other weapon usually even worth picking up; it was all magnum.
Yes, I did play Halo 1, quite a bit actually. And when I played it with other people, the only weapon people didn't really use was the needler.

BOOM DEAD!!!!!!!!!!!!!!!

Take out daul weilds(and equipment) and replace them with perks. It was way better in CE when there were no daul weilds.
