Essentially, a small community that's part of the larger Seventh Column community. Think of them as clubs.
It's something that you join as many random ones as you can, and then you ignore them, or am I missing something?

A chapter is a group of people who have a place to post news that important to them, organize LAN and/or LIVE events, etc.Simply put, a chapter is a fanclub.
Or just a group of people hanging out.
